- Remove context_brief from MCP return (Judge constructs from data)

- Fix step numbering and loop target in workflow
- Clarify Judge registers rounds even on convergence
- Fix "experts register" → Judge registers on their behalf
- Change "collide" to "overlap" for local IDs
- Add defaults section (panel size, 100% convergence)
